A little heads up: I LOVE breeding. I take care of all my virtual puppies, but I also breed them frequently (almost every chance I get). There is a purpose to my mad breeding, though, and I only keep ones that will help me in some way. All the rest are available to reserve as puppies. I also generally only search public sale dogs (or look through litters of people I know, and know won't mind) when looking for higher quality dogs to work with, so I'm less likely to accidentally break someone's rules.
If you get dogs from me, I really don't have any rules regarding what's done with them. I'll usually let anyone breed with my dogs and reserve puppies I don't need, though I'd prefer not to go to their page later and find them neglected.
